Citadel

"Power resides on Citadel."
— Common Core saying

Overview

Citadel is the capital world of the Core and the seat of the Star Regency. Once the throne world of the ancient Empire, it remains the political and symbolic center of human civilization.

Located near the heart of the Core, Citadel is home to the Star Regent, the Stellar Conclave, and many of the oldest institutions in known space. Though numerous worlds surpass Citadel in industrial output, military strength, or resource production, none rival its political influence or historical significance.

To most citizens of the Core, Citadel represents civilization itself.

History

Citadel served as the throne world of the Empire for centuries and was the seat from which the Star Emperors governed thousands of worlds.

During the Fall, the world suffered catastrophic devastation. Major cities were destroyed, entire regions were abandoned, and much of the planet's ancient infrastructure was reduced to ruins. By the end of the Dark Age, many of Citadel's greatest palaces, archives, and government districts stood empty.

When the Last Emperor died during the Fall, his heirs fled beyond the Core with the surviving refugee fleets. Refusing to claim the title of Emperor, they instead adopted the title of Star Regent and ruled the Empire's remnants in exile for generations.

When these exiled forces eventually returned during the Great Restoration, the recapture of Citadel became one of their primary objectives. Though many worlds were contested during the campaign, Citadel possessed enormous symbolic importance. Whoever held Citadel could credibly claim to be restoring civilization itself.

Following its recapture, House Caledon restored Citadel as the seat of the Star Regency and began centuries of reconstruction. Ancient government districts were rebuilt, ruined monuments restored, and new institutions founded atop the remnants of the old Empire.

Modern Citadel remains a blend of restored Empire-era architecture, Restoration-era construction, and modern development.

Government

Citadel serves as the seat of the Star Regency and the meeting place of the Stellar Conclave.

The Star Regent rules from the Palace District, where many of the Core's most important governmental institutions are located. Delegations from every Great House maintain permanent embassies on the world, and representatives from independent worlds, mercenary organizations, and major commercial interests regularly travel to Citadel to petition the Regency.

When matters affect the entire Core, the Great Houses gather on Citadel to convene councils, negotiate treaties, and debate issues of interstellar importance.

The office of Star Regent traces its origins to the years immediately following the Fall. Rather than proclaiming themselves Emperors after the death of the Last Emperor, House Caledon's ancestors declared themselves stewards of a vacant throne. Though the Star Regent exercises significant political authority, the office is officially regarded as the custodian of the Empire's legacy rather than its successor.

Though political disputes are often fierce, Citadel remains neutral territory. Open warfare upon the world is considered unthinkable, and even the bitterest rivals generally respect its neutrality.

No Great House maintains military forces on Citadel beyond those loyal to House Caledon and the Star Regency. This neutrality is considered one of the foundations of modern Core stability.

Population and Culture

Citadel is the most populous world in the Core and among the most urbanized.

Vast metropolitan regions stretch across entire continents, connected by ancient transportation networks and modern infrastructure. Despite its immense cities, large portions of the planet remain remarkably beautiful. Rolling green plains, temperate forests, rugged coastlines, and carefully preserved natural reserves are common sights beyond the major population centers.

As the political and cultural heart of the Core, nearly every major tradition, religion, language, and ethnic group can be found somewhere on Citadel.

Many citizens consider the world a microcosm of the Core itself.

Military

Citadel maintains no independent Great House military presence beyond forces loyal to House Caledon and the Star Regency.

The Regency Guard is responsible for protecting the Star Regent, securing government facilities, and maintaining order within the capital districts. While smaller than the military forces fielded by the Great Houses, the Guard is highly professional and equipped with some of the finest military technology available.

In accordance with long-standing Conclave agreements, foreign military forces are heavily restricted while operating on Citadel.

The neutrality of the capital is considered essential to the stability of the Core.
